The instruments that establish authority.

Every legal claim FIDNT makes traces back to one of these documents. Each is hash-anchored, sovereign-signed, and independently verifiable. Operator-tier and restricted-tier instruments are visible only at /console with sovereign-gated access.

Documents marked pending-upload have placeholder entries; the actual ceremonial documents are uploaded under the anchoring pipeline (scripts/anchor-instrument.mjs) which computes SHA3-512, signs with the sovereign-root key (ML-DSA-65 · FIPS 204), and writes to instruments/manifest.json.
